Andy Burnham’s Northern Redistribution Plan: Ten Absurd Examples

Exaggeration and irony, deployed at motorway speed, with a diversion via Rochdale

1. London’s Spare Money Will Be Located and Sent North

Long Shot. The BBC logo shifts north to Salford. A weather map shows rain over Stockport. A presenter in a shed broadcasts. A sign reads 'Shipping Forecast relocated.' A BBC drama title reads 'Northern Railway - Somehow Works.'
BBC relocates north. Presenters in sheds. Railways functional in fiction.

Treasury investigators will search behind every sofa in Kensington, underneath every champagne bucket in Mayfair and inside the expense accounts of consultants who charged £900,000 to recommend “regional fairness.”

Any recovered coins will be loaded onto HS2, meaning they should reach Manchester sometime after Britain develops teleportation.

2. Every London Skyscraper Must Adopt a Northern Town

Under Burnham’s “Sponsor a Postcode” initiative, each City tower will become financially responsible for one northern community.

The Shard will adopt Rochdale, the Gherkin will support Oldham, and Canary Wharf will be assigned Blackpool after losing an appeal based on architectural incompatibility.

Bankers will receive monthly photographs showing the potholes their bonuses have helped feed.

3. Manchester Will Receive Its Own Treasury

Wide Aspect. Andy Burnham stands at a podium holding a map of England. London is circled in red labeled 'Find Spare Money.' The North is labeled 'Send Cash.' A Treasury investigator searches under a sofa labeled 'Kensington.' HS2 trains are marked 'Delivery: Eventually.' A banner reads 'Prosperity Is Coming - Replacement Bus Provided.'
Burnham’s plan: find London’s spare cash. Send north. Eventually.

Burnham will establish a Northern Treasury in a converted warehouse containing exposed brick, artisanal coffee and 4,000 civil servants relocated from London against their spiritual beliefs.

Its first responsibility will be calculating how much money the South owes the North.

Its second responsibility will be hiring consultants from London to verify the calculation.

4. The M25 Will Become a Fiscal Border

Every pound attempting to leave London will be inspected at the M25 by officers from the newly created Financial Rebalancing Patrol.

Suspicious quantities of wealth will be confiscated and redistributed to northern infrastructure projects, including railway stations, tram extensions and a ceremonial roundabout outside Wigan.

Londoners may retain £20 for emergencies, provided they promise not to spend it on sourdough.

5. Premier League Goals Will Be Taxed Geographically

Goals scored by wealthy southern football clubs will attract a 40 percent Regional Sporting Justice Levy.

For every three goals scored at Stamford Bridge, one will be transferred to Burnley.

Arsenal have objected, arguing they already redistribute points voluntarily during crucial matches.

Manchester City will be exempt because accountants have confirmed the club is technically a sovereign economic weather system.

6. The BBC Must Move Everything North

Medium Shot. A London skyscraper, the Shard, is paired with a photo of Rochdale. A sign reads 'Sponsor a Postcode - The Shard adopts Rochdale.' The Gherkin supports Oldham. Canary Wharf is assigned Blackpool. A banker receives a pothole photo labeled 'Your bonus fed this.'
London towers adopt northern towns. The Shard gets Rochdale. Awkward.

Having already shifted some operations to Salford, the BBC will now relocate the weather, the shipping forecast and the phrase “sources close to Downing Street.”

London presenters refusing to move will broadcast from a shed in Stockport until morale improves.

BBC dramas will be required to show at least one functional northern railway service, even if the programme is science fiction.

7. House Prices Will Be Levelled by Administrative Force

To close Britain’s property divide, every £2 million London townhouse will be legally revalued at £185,000.

Meanwhile, every terraced house in Greater Manchester will be declared a “strategically important residential asset” worth £1.4 million.

Nobody will become richer, but estate agents will experience sensations previously associated with religious visions.

8. Whitehall Departments Will Rotate Through Northern Bus Stops

Long Shot. A Northern Treasury in a converted warehouse with exposed brick. Artisanal coffee and 4,000 relocated civil servants. A sign reads 'Calculate what the South owes.' A consultant from London verifies the calculation. A second sign reads 'Artisanal Despair.'
Northern Treasury: exposed brick, artisanal coffee, and 4,000 relocated souls.

Each government ministry must spend one month operating from a randomly selected northern bus shelter.

The Department for Transport will be stationed outside Leeds during a rail strike.

The Treasury will work beside a broken cash machine in Bolton.

The Department for Energy will be placed somewhere without heating so officials can develop what Burnham calls “policy empathy.”

9. London’s Cultural Assets Will Be Shared Equally

The Crown Jewels will spend alternate weekends in Sheffield.

The National Gallery will lend one masterpiece to every northern chip shop.

The London Eye will be dismantled and replaced with six smaller regional eyes, although Treasury modelling suggests Middlesbrough may receive only an eyebrow.

Even Big Ben will be required to chime with a Lancashire accent every second Tuesday.

10. Economic Growth Will Be Redistributed Before It Exists

Burnham’s most ambitious proposal involves dividing Britain’s future prosperity equally among every region before anyone discovers how to produce it.

Each council will receive a certificate promising its fair share of hypothetical growth, projected investment and anticipated jobs.

The certificates will be printed in London, processed in Birmingham and officially unveiled in Manchester beside a banner reading:

“Prosperity Is Coming. Replacement Bus Service Provided.”

Close-Up. The M25 is marked 'Fiscal Border.' A Financial Rebalancing Patrol officer inspects a pound note. A sign reads 'Wealth may be confiscated.' A Londoner holds £20. A speech bubble reads 'Promise not to spend it on sourdough.' A truck labeled 'Northern Infrastructure' departs.
M25 fiscal border: wealth inspected. Sourdough purchases limited.
Wide Aspect. A football pitch. A sign reads 'Southern Goals Taxed at 40%.' A goal at Stamford Bridge transfers to Burnley. Arsenal's banner reads 'We already redistribute points voluntarily.' Manchester City is labeled 'Sovereign Economic Weather System - Exempt.'
Premier League goals taxed. Arsenal already redistributes points voluntarily.
