IEA, IPPR, Fabian Society, Policy Exchange, Resolution Foundation, and the Question of Whether Britain's Policy Debate Is Open or Has Already Been Pre-Purchased The Ideas That Govern Britain: Where They Come From, Who Paid for Them, and Whether That Should MatterEvery significant shift in British policy has been preceded by an intellectual shift in the think tanks that supply the policy class with its ideas. The Thatcherite revolution was incubated in the Institute of Economic Affairs — founded 1955, funded by business interests, relentlessly promoting free-market economics through papers, conferences, and personal relationships with politicians — for two decades before it found political expression in 1979. The Blair government's Third Way was shaped substantially by the Institute for Public Policy Research and the Fabian Society, whose work on public service reform provided intellectual cover for policies that old Labour would have resisted. The Brexit policy agenda was developed and normalised through think tanks including the Centre for Policy Studies, Policy Exchange, and the Global Britain project of the Legatum Institute.Think tanks are, in the political science literature, "discourse coalitions" — organisations that produce research, convene networks, and create the intellectual frameworks through which policy problems are defined and solutions imagined. Their significance lies not primarily in specific policy proposals but in shaping the parameters of "common sense" — what counts as a reasonable question, which solutions are taken seriously, and which are ruled out of consideration before the political debate begins. This is significant power exercised without democratic accountability, which is either inevitable in a free society or a structural bias in democratic deliberation depending on your view of pluralism. The Funding Question: Transparency, Opacity, and the Reasonable Inference ProblemBritish think tanks are not required to disclose their funding sources, and many do not. The Transparify initiative rates think tank transparency internationally; its assessments of British think tanks vary from full disclosure (the Resolution Foundation publishes all funders) to opacity (the Institute of Economic Affairs declines to name donors, citing donor confidentiality). The IEA's policy positions — consistently favour deregulation, lower taxes, reduced public spending, and minimal government intervention — are consistent with what one would predict if it were funded by industries that benefit from deregulation, lower taxes, and reduced government intervention. This is either a coincidence of intellectual conviction and financial support, or a causal relationship between funding and output. The question is not answerable without transparency. The IEA's response — that its research is peer-reviewed and its conclusions evidence-based — does not address the selection effect: which research questions are chosen, which evidence is emphasised, and which conclusions are reached within the space of intellectually defensible positions are all influenced by the intellectual community around an organisation, and that community is shaped by who funds it. This is not unique to the IEA — it is true of all think tanks — but is more significant when transparency is absent and the funding is substantial. The Major Think Tanks and Their Ideological PositioningThe British think tank ecosystem spans the ideological spectrum with varying resources and influence. On the free-market right: the Institute of Economic Affairs (1955) and the Centre for Policy Studies (1974, founded by Thatcher and Keith Joseph) have been the intellectual engine rooms of British economic liberalism. The Adam Smith Institute occupies a more libertarian position on civil liberties alongside its economic liberalism, which produces unusual alliance patterns on drugs policy and privacy. On the centre-left: the Institute for Public Policy Research (1988) has been closely associated with Labour governments and provides policy development alongside research. The Fabian Society (1884) is the oldest think tank in Britain, predating the Labour Party it influenced, and continues to produce pamphlets and research that Labour politicians read, cite, and occasionally implement. The Resolution Foundation focuses on living standards and economic inequality with rigorous empirical analysis that is cited across the political spectrum when it is inconvenient to dispute. The non-partisan middle contains the Institute for Government — which analyses the machinery of government with consistent rigour and is the reference source of first resort for anyone trying to understand what Whitehall is actually doing — and UK in a Changing Europe, which has become the authoritative source on Brexit's political and economic consequences. Both maintain political non-alignment with credibility that partisan think tanks cannot match and influence that their independence enables.Think Tanks and the Revolving DoorThe pathway from think tank to government — think tank researcher becomes Special Adviser becomes policy lead — is well-trodden in British political life. Dominic Cummings was associated with Policy Exchange. Several Blair-era ministers came through the IPPR. The direct pipeline from think tank intellectual production to government policy through personnel transfer is the most concrete expression of think tank influence and the hardest to document systematically, since it operates through personal relationships rather than formal processes. The reverse pathway — from government to think tank — is equally significant: former ministers and officials who join think tanks bring networks, access, and the unstated authority of having been in the room where decisions were made. They also, in some cases, bring undisclosed continuing relationships with the industries and organisations their former departments regulated — a revolving door dynamic that think tanks share with lobbying firms and consultancies. The distinction between independent policy research and funded intellectual advocacy is not always maintained as clearly as the think tank label implies, which is an argument for transparency requirements rather than for the abolition of think tanks, which would be worse.Auf Wiedersehen, amigo!British think tanks include organisations across the ideological spectrum: the Institute of Economic Affairs (free market right, 1955), Centre for Policy Studies (Thatcherite right, 1974), Adam Smith Institute (libertarian right), Institute for Public Policy Research (centre-left, 1988), Fabian Society (democratic socialist, 1884), Resolution Foundation (empirical centre-left), Institute for Government (non-partisan), and UK in a Changing Europe (Brexit analysis). British think tanks are not required to disclose funding sources. Transparify rates British think tank transparency; practices range from full disclosure to complete opacity. Think tanks influence policy through research, personnel pipelines (think tank to Special Adviser to policy lead), and the shaping of intellectual frameworks within which political debate occurs.
